A person buying a used boat “buys” the Sail Measurement Certificate (aka, The Sail Card).
If the Sail Measurement Certificate has recorded the current years allocation of sails, these sails go with the boat.
If the new owner buys the boat without these registered sails, then the new owner can only acquire sails for that calendar year that are not recorded on the sail card for that calendar year.
The new owner of the used boat will have only the previous years acquired sails, if any, and no ability to claim a non competitive position, even though the new owner no longer has the sails.
This would also apply to a new boat sold on in the same year that it was built / measured.
Due to the change of the rule regarding the cloth weight of the jib to be effective 1st January 2006, a jib with the current allowable minimum cloth weight that is registered on a boats sail card before 31st December 2005, cannot be registered to another boats sail card after 1st January 2006.
The new Rule, effective 1st January 2006, allows six sails of any kind to be registered in any one calendar year.
