At the SGM members will vote on whether to send the following proposed change to One Design Rule 5.5.2. to the full membership for approval by mail vote:
SAIL MEASUREMENT & IDENTIFICATION
PURPOSE The intent of this proposal is to move the function of sail measurement to those that are more competent to do so, unburden the owner from getting the sails measured and finally to have a uniform method of identifying sails.
Sail Card entries can be made by the measurer (sailmaker) or by the Fleet Measurer (at the Fleet level).
RATIONALE Measuring of sails is not an easy task. A small manufacturing error in a sail is not impossible, while this would be rejected at the World’s level, the committee believes the local Fleet Measurer would not force the owner of the sails to ship them back to the loft of purchase. Thus make the manufacturer of the sail responsible for proper class measurements.
In many Fleets getting sails to the FM for measurement can be difficult ultimately postponing the process. With this proposal, all would be accomplished at the time of purchase.
Identification…current class rules require only a signature of the “measurer” at the tack of the sail. There is no uniform method of identification….no stamp or patch required (5.5.2(a)).
PROPOSAL – Sail Measurement
The following proposal is made to One-Design Rules.
5.5.2 Registration (a) Each sail shall be passed by an official measurer who shall sign and date the sail near the tack in indelible water-proof marking. Details (maker, serial number, category and date) shall be entered on the Yachts Sail Measurement Certificate by the Measurer.
Amended to:(a) Each sail shall be measured by the selling loft certifying compliance to class rules. Each sail shall be marked near the tack in indelible waterproof marking at least 19mm tall with identifying information supplied by the loft’s Measurer to include date of purchase, loft and serial number per the description below. The serial number must be unique to each sail. The serial number will also be included on the purchaser’s invoice.
Each loft shall contact the I.E.C.A. to obtain a Measurement Certification form giving specific information as well as a 3-digit loft “code” for identification purposes.
(b) Fleet Measurer for the purchaser’s local fleet shall append the boats hull number to the loft information prior to entering the sails serial number yacht’s Sail Measurement Certificate. The entire identification code provided buy the manufacturing loft shall be entered into the yacht’s Sail Measurement Certificate serial number field.
Note: The current 5.5.2(b) remains unchanged and will be re-numbered to 5.5.2(c). It reads:
Any sail recutting resulting in an alteration to a sail requires remeasuring of that sail; but such recutting and remeasuring shall not constitute acquisition of an additional sail unless said sail is recut, redesigned, repaired or altered in a manner that 33 1/3% or more of the material used in the same is new or replaced. The said sail is then an “additional”or new sail within the meaning of Rule 5.5 and must comply with the requirements thereof.
